Agencies — the city directory

Examines and trains the city's agents: runs discovery+usage drills over the registry (Tool.TrainingDrill) and scores whether agents can find and use the right parts. Its district health on the eval loop is the city's 'are our agents capable?' instrument. Entry is the Training Master.

An example agency Genesis would create: wraps the existing Studio crew + the news/pitch production lines. Entry is the Studio Orchestrator; it runs RT-NEWS-DIGEST and RT-PITCH-DECK.

The de-risk crew that pre-flights a SPICE cycle: trace the wiring, scout the test blast radius, research the real SharePoint shape, then verify the served surface after. Declared as parts so the city knows its own crew and can dispatch it - the same four seats that exist as .claude/agents markdown, now single-sourced here. Entry is the Fidelity Researcher because reuse-first research precedes every other question.

Resolves capability gaps: composes new pipelines/operators from existing parts (reuse-first) and flags novel primitives for code. Entry is the Research Lead; the Genesis smiths build what's approved.

A Mission Division that produces a recurring research digest, files it as retrievable knowledge (the compounding half), seals it cost-bound on /board/outcome, and delivers it to the Hub inbox. Distinct from the Research Plant (gap resolution): this division PRODUCES research as a deliverable and a self-improvement feedstock. Entry is the Research Enrichment Lead; runs RT-RESEARCH-ENRICHMENT.

The city's decider: reasons over the deterministic readiness scorecard (Tool.ReadinessScore, which excludes this district so the instrument never grades itself) to advise what to build first and when (Tool.Roadmap), filed to /board/strategy on a weekly cadence. Advisory, not autonomous - it recommends, the operator decides. v1 is a single Chief Strategy Officer; the mature portfolio/readiness/PM crew is a later slice.

The city's dedicated second brain: gathers a fresh research source each day, compounds and curates it, and files the distilled knowledge as a reusable insight for the whole city. Entry is the Wisdom Keeper; the Curator tags and cross-links. Shares the research and knowledge domain with the Research Plant, so a wisdom brief is A/B'd across both same-domain agencies.
