The local part: BaseUrl http://192.168.123.69:<port>, Model EldanRing/Winnow-12B (NOT openjev/openjev - CC BY-NC, non-commercial), waits on 8g (the runtime on the host). Both need Role decide - today every provider is chat,tools; a new Role value is a vocabulary change: ask the operator before declaring. Fallback: Provider.Jev may fall back to Provider.OpenJev; a decide() input must never fall through FallbackOrder to Echo - the DecisionTable's catch-all rule is the fallback. The API key is the operator's (Development stays on the free gateway).

Provider.OpenJev waits on 8g (the runtime on the host).
