An IItemUpdatedListener beside ProjectTaskDelegationListener; IActorResolver reads the Hub/Actors row first, so a published copilot becomes a resolvable actor without a part.

Outcome (claude-code, 2026-09-29): Shipped in 23a70e9: CopilotPublishListener - Published projects the row onto Hub/Actors as Actor.<site>.<key> (Title, Name, Department = site, ActorProfile columns) and stamps LastPublished; Disabled/Archived recycles the actor row. Served on the LAN instance: publish -> actor row + item page 200, disable -> gone.
