Operator design 2026-09-28 (kept in full at plans/spway/12c/design.md): a library that looks like a normal site library, each row a copilot: Title, Description, Status (Draft/Published/Disabled/Archived), Owner, Knowledge sources (the site's lists and libraries it may use), Audience, Last published, Model, Risk level, hidden ActorProfile id / site id / configuration version; a detail form with Overview, Behaviour, Knowledge and data access, Permissions and actions, Governance; saved views (All, Published, My Copilots, Drafts needing review, High-risk, Disabled/archived, By business area); a guided creation flow ending in test, then approval or direct publish by risk level; the site is the security boundary (creating an item assigns its site; knowledge-source choices are limited to that site's lists).
