ROUTINE on failure. OWNER claude-code. The health spine records a heartbeat every 5 minutes but tells nobody. DOGFOOD FINDING: this cannot be done through the platform - Alert is a design-time PART, while SharePoint alerts are RUNTIME subscriptions a user or agent creates (Alert me, SPWeb.Alerts). The fix is to make an alert a row an agent can write, then subscribe the operator.
