EvalSeedDeterministicServedTests.HealthReview_eval_CATCHES_the_land_nothing_theatre_and_lands_a_Fail_row fails: expected Fail, actual Pass - the platform's own guard against a run that lands no row no longer catches it (anti-pattern #42). Pre-existing: fails on clean HEAD b8309e5 (2026-09-24), before the LLM Radar work. The only red test in the 3963-test suite.
