FINDING. Over MCP a peer can add and advance, never remove - so the broken /sites/Projects/Pages/OperatingModel (OPS.12) stays until a human deletes it in the list UI, and so do smoke rows marked Safe to delete. SHAREPOINT: UpdateListItems Cmd=Delete, which goes to the Recycle Bin - SPICE already has a recycle bin (IRecycleService), so a delete tool would reuse it and stay reversible.
