FINDING while publishing the operating model. (1) make_page keeps the FIRST write: a second call for the same page is ignored. WORKAROUND FOUND 2026-09-23 - the SharePoint way: a page is an item in Site Pages (key item:page-, content in the Layout field); POST the Edit form of that item with a new Layout and the page changes in place (done for CICD-Runbook, Operations and CICD). An MCP update tool (OPS.10) would make it reachable for agents. (2) The OneColumnHtml template injects body into the layout XML UNESCAPED: HTML tags become text, and any literal less-than sign makes the call fail (not well-formed layout XML). Use Markdown without angle brackets, or XML-escape it when editing the Layout directly. The tool should escape its body.
