FINDING. Over MCP a peer can add a row and advance its Status, but cannot set a field on an existing row (an outcome, a re-assignment). SHAREPOINT: Lists.asmx UpdateListItems / REST MERGE. Without it CIT.7 (report back with an outcome) is only half possible for an agent.
