Every run records Started, a Comment per step, TaskCreated for the fallback seat, then Completed or Error (also when a step throws). Harness cards link Run history (FilterField1=WorkflowAssociation). Smoke caught WorkflowCompleted refused (shared Field.Description Required) - fixed, live-spine test added. Divergence: one farm list on the Hub, not one per site.
