Found in GOV.8 (2026-09-30): the Genesis crew phase emitted Role=Operator and failed validation, because the ProvisioningDelta hints in BriefingBuilder.cs (about lines 453-492) are C# literals that never name the enumerations. Fix the SharePoint way: the prompt text becomes data (a part), and the enumerations are read from the XSD so they cannot drift. Measure: an ER-driven Genesis run parks on the first try.
