From the BRIDGE.8 report: the list is the truth and the part is the seed (the Actors precedent). A Schedules list on the Hub (ContentType.Schedule: Cron, Tool or Workflow, Department, CatchUp, Enabled) whose rows the SchedulerHostedService reads with the Schedule parts; the Scope.Scheduler cost gate applies to both. No new part kind; the seeder writes the declared Schedule parts as rows once, then the operator edits the list.
