FUNCTIONAL REQUIREMENT (operator, 2026-09-30). Executed by SPICE's own seats and workflows on the platform, not by Claude Code; Claude Code only follows up and fine-tunes. Everything declared as parts and rows, the SharePoint way.

Stages, the SharePoint element for each, and what already exists:

1. GATHER (silo list): scouts drop what they find into one intake list. SP: Drop Off Library + Content Organizer rules; Timer Job for scheduled scouting. Exists: Hub/DropOffLibrary + RoutingRules (BRIDGE.3a routes a Link to ResearchEnrichment/Sources as a SourceCard); Workflow.WatchSignals, Workflow.DailyBrief (scheduled scouts). Gap: every scout writes to the same intake list with a Source column, not its own silo.
2. TRIAGE: each new item is read and given a verdict - keep, discard, merge, escalate. SP: an event receiver on ItemAdded starting a workflow; a Status column. Gap: a triage phase on ItemAdded of Sources with a Triage status choice.
3. TAG: managed metadata. SP: Term Store + autofill column. Exists: Field.Topics with AutofillPrompt (BRIDGE.5a).
4. DELEGATE: a kept item becomes a task for a seat or a pool. SP: Assigned To + task list. Exists: a ProjectTask assigned to a seat lands on my-/Tasks (SPWAY.2); seat pools on Directory (Research workers).
5. RESEARCH: the seat produces a ResearchReport. Exists: ContentType.ResearchReport, ResearchEnrichment/ResearchReports, Tool.DeepResearch.
6. PUSH TO BUILDER or DEEPER RESEARCH: a report proposes a build (IncomingRequest to the Genesis desk, GOV.4) or another research round (a new Sources row). Exists: the Genesis hand-off, gated deltas.
7. APPROVAL GATES between stages: SP approval workflow + Approvers group. Exists: ApprovalRequests/ApprovalVerdicts on Compliance, quorum. Gap: approval types (research spend, build, hire a seat - the Paperclip split, see ResearchEnrichment/ResearchReports gov-core-team-frameworks-2026-09-30) and a gate row per hand-off.

Operator controls: see every stage as a list view on its site; add items by hand on the same lists; start a stage by hand on one item (BRIDGE.15a).
Measure: one dropped link travels gather, triage, tag, delegate, research, approval, build request with no Claude Code turn, visible on the lists and on the plan.
