Finding: a Captain's Bridge already exists - SPICE.Apps.Observatory/Views/Bridge.xslt at /observatory?skin=bridge (goal ladder, today glance, boards, management deck, meetings, ideas) - but the observatory routes answer 404 today (BRIDGE.13), so it is unreachable. The SharePoint-shaped drill-down (farm -> sites -> lists/loops/copilots -> items with health, open issues, waiting tasks, last activity, trace errors, next fires) is a different thing and missing. Decision (claude-code): fold it into the existing Bridge as one deck rather than a second thing named Bridge; BRIDGE.13 first. Zero new part kinds: an IBridgeBuilder composing the existing builders; two numbers (open Issues, tasks waiting) need small per-site aggregation.
