Here: a Schedule that reads LastContentModifiedBySite against Scope.SitePolicies, files one row per inactive site on the Governance hub for owner attestation, and on no answer applies SetSiteLockState ReadOnly. Needs owners in each site's Owners group first (most are empty; the System Account owns).
