MOSTLY FIXED by AGT.16 (1a3d879): tool_publish_to_list republish now fires ItemUpdated through IItemUpdateService. REMAINING: other AddListItem callers that overwrite an existing key (seeds with OnConflict=Overwrite, SendMail, HealthSpine health:latest via PublishToList is now fixed) - audit AddListItemOpHandler ~179 so any overwrite is ItemUpdated.
