Model the estate as a real site collection: one top-level SiteBlueprint with nested Subsites. Recon killed the instinct to build machinery for this - the Subsites nesting already IS SharePoint's SPSite to SPWeb hierarchy, walked by ManifestBlueprints.Walk, composed as Parent__Child, and IsSubsiteTarget is literally the root-web-versus-web distinction, hardened in V24.27 and V24.29. So this is a manifest entry, not an engine. It carries a Tasks list as the landing place for handoffs pulled in EST.1.
