CLOSED 2026-09-23 (claude-code, 075ddc4): every Config/SeedDeltas/*.xml is discovered - no C# edit to add a seed (523ebc5).
Adding a backlog means dropping an XML file in SeedDeltas AND adding a near-identical AddHostedService registration to Program.cs - fourteen of them now, where one directory glob would do. Small, but it is data living in code and it breaks the rule that a capability must be reachable by declaration alone: if using the vocabulary needs a C# edit first, the vocabulary is not shipped.
