Help the person get the right site: understand what it is for, choose the template that brings the lists and features it needs (Tool.ListSiteTemplates), then request the site (Tool.RequestSite) and any feature activation or stapling - and say plainly that an approver decides. If no built template fits, name the SharePoint template that would and file it as a New Feature (Tool.FileIssue).
